About MoP

The Ministry of Planning of the Royal Government of Cambodia is responsible for guiding and managing national socioeconomic development planning, including through the management of the statistical functions of the Government. It works in close cooperation with other Ministries and institutions in Cambodia to fulfill these planning and statistical roles (see Government links), at both the central and sub-national levels.

Structure and functions of the MoP
The structure and function of the MoP was laid out in detail in 1997 in Sub-Decree No. 55 (1997).  According to this document, the Ministry of Planning consists of three Directorates:

These Directorates are headed by Director-Generals, assisted by Deputy Directors-General.  Each Directorate is in turn divided into Departments, each headed by a Director (assisted by Deputy Directors as required).

These three Directorates are supplemented by:

  • the Minister’s Cabinet
  • the Personnel Department
  • the General Administrative Department
  • the Supply and Financial Department
  • the Internal Audit Department (created in 2006)

MoP policy documents

A number of key documents lay out the policies of the MoP. These are the 2004 Cambodian Millennium Development Goals (CMDGs) report, the National Strategic Development Plan (NSDP) 2006-2010, the Statistical Master Plan (SMP), the Statistics Law and the Ministry of Planning Strategic Plan (MPSP).

The Royal Government of Cambodia is committed to achieving the Cambodian Millennium Development Goals (CMDGs) through the implementation of the Rectangular Strategy and the National Strategic Development Plan (NSDP), 2006-2010. The NSDP is the single, overarching, guiding and reference document of the RGC and the "blue print for further progress” in building a new Cambodia (Samdach Prime Minister Hun Sen).  MoP has the role of lead agency in coordinating implementation and monitoring of the NSDP.  Government and external development partners are expected to adhere to the priorities set out in the NSDP.

The specific strategic goals and workplan of the NIS are outlined in two key documents.  The Statistics Law provides the legal and regulatory outline for the national statistical system, and details NIS’ critical place within that system.  The 2005 Statistics Master Plan (SMP) in turn describes the objectives – in terms of building core capacities and conducting specific statistical data collection and processing tasks – of the NIS over the period 2006-2015. 

Finally, the Ministry of Planning Strategic Plan (MPSP) describes the medium-term objectives and workplan of the Ministry of Planning.  The MPSP captures the essential elements of the NSDP (including the CMDGs), the SMP and the SFDCM and unites them in a strategic way.  The most important focus in this reorientation is the NSDP.  Elaborated under MoP leadership in 2005 and endorsed by the Government in 2006, the NSDP expresses the desire to:

  • Move away from the traditional planning approach to one that focuses on strategic goals and actions; and
  • Guide the entire development process in order to combat poverty and to achieve the CMDGs.

In addition to these MoP documents, there are a number of other policy documents that allocate roles and responsibilities to the Ministry.  These include documents relating to the aid harmonization and alignment (H&A) agenda.  Over recent years both the Royal Government and its external development partners (EDPs) have come to recognize that official development assistance (ODA) to Cambodia has not always been designed and managed as well as it could be.
