The General Directorate of Planning (GDP)

Roles and responsibilities of GDP

The General Directorate of Planning (GDP) is headed by a Director General and a number of Deputy Directors General. As laid out in Sub-Decree No. 55 (1997), GDP has the following overall responsibilities:

  • To ensure consistency in socio-economic development by coordinating with all sector development plans, programs and projects prepared by ministries, state secretariats, relevant agencies, provinces and municipalities;
  • To monitor the implementation of plans and programs in collaboration with line ministries, state secretariats, provinces and municipalities, report and provide comments to the Minister and report and request approval from the Royal Government;
  • To coordinate with line ministries, state secretariats, provinces, municipalities and the National Institute of Statistics in preparing trimester, semester, third quarterly and annual reports about the socioeconomic situation of the country to the Government.

Objectives and activities

For the GDP the highest priority is the implementation of the NSDP and the achievement of the Cambodian Millennium Development Goals (CMDGs).  This priority is carried through into the objectives, targets and activities of the MoP Strategic Plan (MPSP).  

  1. To ensure implementation of the NSDP and progress towards the CMDGs
  2. To monitor and evaluate progress towards NSDP implementation and NSDP / CMDG outcomes
  3. To ensure MoP and partners implement obligations under the Harmonization, Alignment and Results Action Plan.
  4. To develop a high-quality NSDP 2011-2015 in a timely and comprehensive manner.

Structure of the GDP

The GDP is organized into five Departments, as follows:

  • General Planning 

    The responsibilities of the General Planning Department are to:
    • formulate concepts, strategies, plans and programs for short, medium and long term socioeconomic development by coordinating with the other departments in the General Directorate of Planning;
    • analyze and forecast the overall situation of the macroeconomic growth in the whole country;
    • advise and target for socioeconomic development regularly;
    • prepare strategies, policies and plans in the macroeconomic sectors including: national account, inventory, balance of payment, monetary and financial institutions.
  • Economic Planning

    The responsibilities of the Economic Planning Department are to:
    • analyze and forecast the overall situation of economic growth in the country;
    • advise and target for economic development on a regular basis;
    • prepare strategies, policies and plan in the economic sectors.
  • Social Planning

    The responsibilities of the Social Planning Department are to:
    • analyze and forecast the overall situation of the social development section and demography in the whole country;
    • advise and target for social development on a regular basis;
    • prepare strategies, policies and plan in the social sectors.

  • Investment Planning

    The responsibilities of the Investment Planning Department are to:
    • analyze and forecast the overall situation of the investment sectors;
    • advise on public and private investment and targeting investment to be consistent with the development objectives of the country;
    • prepare investment strategies for short, medium and long term;
    • determine the priority in the capital allocation by sectors;
    • monitor the draft of public investment projects of line ministries and other institutions;
    • participate in the bidding Committee of all public investment projects;
    • monitor and evaluate the implementation of the PIP.

  • International Relations

    The responsibilities of the Investment Planning Department are to:
    • analyze and forecast the overall situation of the economic cooperation with foreign countries, international organizations and non-governmental organizations;
    • provide comments and necessary measures to reorient the socioeconomic, cultural and technology cooperation with foreign countries in consistence with the development objectives of the country;
    • ensure information exchange cooperation and coordination in the planning framework for socioeconomic development with the foreign countries as needed;
    • coordinate socioeconomic cooperation, culture and technology science with foreign countries according to the government assignment.

Each Department is led by a Director and assisted by Deputy Directors as needed.
